INCIDENT: Ada County Sheriff’s deputies arrest three in arson investigation

PERSONS INVOLVED: Kyle Vince Allen, 20, Boise - in custody on charges of arson and burglary, Robert Ian Rose, 18, Boise – in custody on charge of burglary, Juvenile male, 16, Boise – in custody on charges of arson and burglary

DETAILS: Ada County Sheriff’s deputies have arrested the three people responsible for breaking into a maintenance building in Lucky Peak State Park and then setting it on fire. The building was used as a maintenance shop and office for Idaho Parks and Recreation.

Using evidence gathered at the scene and information gathered during various interviews this week, detectives identified three suspects: Kyle Vince Allen, 20, Robert Ian Rose, 18, and a 16-year-old male, all of Boise.

Detectives say Allen, Rose and the teenager entered the building at Sandy Point Beach early Saturday morning intending to steal items from inside. They took mountain bikes and a small amount of cash. Allen and the 16-year-old then poured gas inside the building and lit it on fire.

Boise Fire investigators and the state Fire Marshal responded and quickly determined the fire was deliberately set. They turned the criminal investigation over to the ACSO.

All of the evidence gathered by deputies throughout the investigation was turned over to Ada County Prosecutors who issued warrants for all three suspects this afternoon.

Allen, who was being held in the Ada County Jail on an unrelated battery charge, is charged with arson (felony) and burglary (felony). Rose was arrested this evening and booked into the Ada County Jail on a charge of burglary (felony). The 16-year-old is in custody at the juvenile detention facility on charges of arson (felony) and burglary (felony). Allen and Rose are each being held on a $50,000 bond. The name of the juvenile is not being released because of his age.

Detectives believe these suspects may be responsible for other burglaries in Ada County and continue to investigate those cases. Additional charges are pending.

Kyle Vince Allen was arrested and booked into the Ada County Jail Tuesday on an unrelated battery charge. His bond is set at $50,000 in that case.

Robert Allen Rose was arrested and booked into the Ada County Jail on an unrelated burglary charge Wednesday morning. He posted a $50,000 bond and was released just after noon Friday. A warrant on the current charges was issued this afternoon. Deputies arrested Rose on that warrant a short time later.

(June 20 by Boise Fire Marshal Mark Senteno) Boise Fire investigators are on scene of a building fire at the base of Lucky Peak Dam trying to determine what caused an early morning fire that damaged the building.

Boise Firefighters responded to the call at 00:59. When firefighters arrived they found a fully involved large shop building then initiated a defensive attack. No "all clear" was given on the primary search due to fire conditions but an "all clear" was given on secondary search as soon as conditions permitted search. No injuries were reported. Water supply presented a challenge due to one available hydrant some distance from the fire building and the lack of clear path to lay a hydrant line. Fire was brought under control at 01:52:16 by 3 engines and one truck company. Idaho Power assisted by controlling electricity to the structure.

Fire investigators from Boise Fire Department, Ada County Sheriff’s Office, and the State Fire Marshal Office are still working to determine a cause. Because of the suspicious nature of this fire, Ada County Sheriff's detectives are conducting a criminal investigation. More information on a possible cause will be released as soon as it becomes available.
